Abstract

Abstract

            Currently, public health problems are increasingly changing due to social, environmental, and behavioral factors, and communication is a process that is constantly changing, affecting people's interactions and behaviors in solving or preventing diseases. Therefore, the Ministry of Public Health has a policy to drive risk communication and community participation, which are core competencies in the response group of the International Health Regulations (IHR), World Health Organization. Accordingly, the researcher is interested in studying. The Model for Developing of Risk Communication Disease and Health Hazards at Mahasarakham Provincial Public Health Office in 2024.
The objectives are 1) Develop a disease and health risk communication model 2) To study the success factors. It is an action research using a 4-step process : 1) Planning, analyzing the situation and determining the development model 2) Action, following the development model 3) Observation, evaluating, providing feedback for improvement or development and 4) Reflection, returning information and summarizing the development model to be used as a guideline for developing a risk communication system, resulting in the public receiving clear, fast, and reliable information, creating behaviors to prevent and control the spread of diseases and health hazards. The co-researchers are: Risk Communication Team, 16 people, development period in 2024, data collection by 1) group discussion record form, 3) interview form, 3) assessment form based on risk communication performance criteria, data analysis by descriptive and inferential statistics.

The research results showed that the planning stage has operations that can still be developed to have the capability to manage the risk communication system to be greater strength and there is a plan to develop the risk communication system. The operation stage has developed the risk communication system according to the risk communication operation guidelines according to the International Health Regulations and the assessment according to the core competencies. The observation stage has developed the risk communication model with community participation and the reflection stage.
The development model of the disease and health hazard risk communication system is as follows: 1) Create a mechanism and organizational structure, roles and responsibilities in risk communication. 2) Determine the risk communication plan, operational guidelines.
3) Guidelines for coordinating information with various mission groups and related agencies. 4) Use information technology to collect and maintain information. 5) Review the results of the operation to predict future results. This results in an assessment based on the risk communication and community engagement criteria that is at a level of apparent competence. The success factors are: 1) Executives give importance to setting clear policies and continuously monitoring the operation. 2) Integrate the operation, coordinate information with other mission groups. 3) Have various risk communication channels.
4) Be quick and timely in communicating risks.
